can you respond with hata when you use stun? and if you cannot, why not?

Your opponent commits the foundations, not you. Note that Pommel Smash will let you react w/ Hata once (though of course, not from the stun).

let you react once one you paid the cost (commiting one of your foundations) and again when the effect resolved (when YOU commit one of your opponents foundations.
