According to page 4 in the Official Errata v3.0 dated 4/23/2009, arbitrators gain access to the Secret Tongue (Acolyte) skill at 200 exp when they hit rank 3 (Regulator.) However flipping through the errata, one can see that every other class gains access to the same skill at rank 3 at 100 exp, even generally less studious classes like the assassin or the guardsman. Is this an error in the errata or do arbitrators really find it difficult to learn a new language, hence the 200 exp cost?

yes they learn a specific language, a professional one. it is composed of short term for casecode, from process, from slang and so on. it is a professional language. they can use it whitout other able to decipher it on the fly homewever it is not hermetique if on try to decipher it.
have you try to understand two botanist speackin about botany without knowledge of botany? no? good luck to understand them. the arbitrator have their botanic slang it is that simple.

First of all, I do not think that the amount of xp spent reflect how "hard" it is for member of a class to "learn" something. It is more about "game balance", as far as I see it.
That said, this 200xp isn“t making any sense to me, either. All in all, it would not depend "Acolyth" secrets communication on class level at all. At some point, the group will develope one or the Inquisitor will force them to learn one.
At this point, everyone spends xp or "screws it" (until he pays xp).
My two cents
Arbitrators are lucky. What I don't think makes sense is that some careers don't get secret tongue (acolyte) or cipher (acolyte) at all. I think everyone should get access to them eventually.

At rank 3 their Inquisitor insisted all acolytes take Tongue & Cyphers. I offered it up to all of them at a flat rate across the board.
It's now quite handy for mission and they enjoy having a way to communicate securely (ish)
