Basic Action Cards and Monsters

Wondering if Monsters get the use of the basic action cards in addition to the 'cards' they already come with.

I was thinking no - A/C/E substitutes for active defense and other basic cards - but then I saw the human NPC's.

If monsters do not get the use of basic action cards, some of the humans can not do an attack that will inflict damage.

Anyone have a better understanding on the rules, or has anyone heard anything (official) posted about this?

This is from the bestiary:

"In addition to the standard Basic Actions available to all characters (assuming they meet the individual action's
requirements), creatures and NPCs have access to some specific, thematic actions."

They do, but most monsters have basically a special "basic action", 0-recharge, attack that is generally better than the PC basic card.

Thanks guys - with the active defense cards AND A/C/E makes the critters quite a bit more viscious.
