Big question to consider: Are you going to let players take cards home? What if one of your players dies/quits/loses some cards when they take them home to "study/prep"?
Solutions?

photo copies..
although thats probably not workable for every spell card etc
Yep, that's probably my suggestion. Take their cards and photcopy them for their perusal between games. Of course, it depends on the reliability of your players too. To be fair to everyone, though, you probably should treat them all the same.
photcopy would be my first choice, although its time consuming on my printer, and than you have to emai it to all the players.
eventually the group will buy a basic box, to which all members can borrow components from.
I was a bit dissapointed to learn that the tool-kit only provided enough materials for on additional players, and we are 7 people playing warhammer.
But I have convinced my players that if the game is good and they like, they are ready to cough up the extra "gryn" (norwegian expression or slang for money), to invest in a group basic box.
I also going to invest in plastic sleeves for all the cards, since we allow drinks at the table, a Huge dinning table of solid oak taking 8 or more persons.
Personaly I would prefer that all the information on the cards where available in the books too.
Well, there are a couple other options:
1) Make a printed summary sheet of all the action/talent cards and their effects. This will be time consuming for whomever eventually does it (and someone will), but well worth it.
2) Have/tell the players they will need to individually record the information on any of their talents/actions (including basic).
3) <yes, you said this and I agree with it ...> suggest that either another player (or a couple players pitch in) and purchase a second Core Set (really, best choice for the money), or a couple players (or even all 4 "extra" players) buy the toolkit. Sure, you'll get some extra copies of some of the career and non-basic action cards (the ones that come with the toolkit), but each player will end up with their own character keeper as well as their own basic action cards and pad of character sheets. A Core Set will provide a backup for all the standard non-basic action and talent cards, as well as more tokens and stance meters, etc. so ultimately has more "stuff" that will make running that number of players easier.
