This idea comes from 'Dark Events' in XCOM 2.

Basically, there are set-points in the story. I call them 'plot plots' when the party hits a certain checkpoint in the investigation. I then roll a test for them and based on their score, I award a random card from one of the two sets if they pass or fail. I didn't create this idea. I know the DnD people do something similar.
