I do't want to attack.
My opponent cannot play tactics because, there is no battlefield phase.
Is this correct?

Battlefield phase is completely distinct from "combat".
When you, as the active player, have the option to declare an attack to a zone, may decide not to declare an attack. At that point, even if the rules don't say it explicitly, I guess both players have the opportunity to take actions.
I'd rule it this way.
NOTE: I get the chance to say something about the Battlefield phase...In the rulebook's flowchart, first step (declare the zone) is missing...It says "Declare attackers and zone", reducing the steps from 5 to 4...but the previous paragraph clearly states that the 1st step is DECLARE the ZONE you want to attack.
Just to point that out.
There is always a Battlefield Phase unless a card is played which says skip it (and there currently aren't any). There is no combat, but the Battlefield phase still occurs, you have your chance to declare a target zone to attack, in which case you are declaring none. Both players have an opportunity to take actions. When both players pass consecutively the phase is over.
