Question about Universities of Jol-Nar Racial tech Electro-Resonance Turbines

Hi all,

A quick question. What would the ruling be if someone playing the Universities of Jol-Nar researched their racial tech Electro-Resonance Turbines and then played the Diplomacy Strategy card and chose one of his own systems? Would that player get 3 credits/opponent or does "activating" a system constitute a willing choice from the opposing player?

The tech requires the opponent activate the system. Diplomacy simply requires them to deposit a CC from stock into the system, thus the system is never in fact activated.

I concur with Ironglaive.

"Activating a system" is a defined game term. It refers to when a player places a CC on a system as part of a Tactical (or Transfer) Action. CCs placed due to Diplomacy or other effects are not "activating" the system. (Unless the effect in question specifically says "activate a system.") In point of fact, the purpose of placing these CCs with Diplomacy is specifically to prevent your opponents from activating that system , because they can't activate a system that already contains one of their CCs.
