Decloak clarification

I know that a ship that starts the round cloaked must decloak at the beginning of the activation phase if it is going to decloak and attack that round ... but what about ships that aren't already cloaked at the start of the round?

Let me clarify:

Let's say a scum ship with the new cloaking device isn't cloaked at the start of the round. Can that ship cloak and decloack during its movement and actions that round?

It came up during casual play last night ... my opponent wanted to cloak and then decloak to get the double distance barrel roll. I said no, it violates the decloaking rules, but I wanted to confirm if I was right or wrong.

You de-cloak at the beginning of activation phase, and clock via Action:cloak

you can't do it any other way. De-cloaking in other moments is impossible unless some card instructs you to (cloaking device in case an eyeball was rolled)

If he cloaks via action, he's cloaked till next opportunity to de-cloak

Once upon a time you could do that, but now decloak happens even before Advanced Sensors.

Decoaking (if it is going to happen) occurs at the very start of the activation phase... even before PS 0 ships. You could decloak, take your maneuver at your PS, and cloak again. If you had advanced sensors, you could even decloak, cloak before your maneuver, and take your maneuver... if for instance someone has you blocked.

Decloak happens at the beginning of the activation phase now.

Can a phantom with stygium particle accelerator and Ptl decloak, then evade, then ptl cloak, then decloak again? In other words, can I decloak twice by cloaking immediately after I decloak and before the start of the activation phase ends?

No. It's spelled out more clearly in second ed (via the Ability Queue) but I don't think you can go back to the same triggering event again after resolving something that triggered off that event in the first place. Even if you could, it would be prevented by Once per Opportunity.
