I would make it a simple buff and lose the "against that ship" bit. Thrawn could look at a culture's artwork and figure out their battle plans, so using one ship's maneuver to figure out another's strategy doesn't seem like a stretch.Admiral Thrawn

Tie interceptor (chiss claw craft if it's ever released)
At the start of the activation phase choose one enemy ship anywhere in the play area and guess a manuever outloud. When that ship executes a manuver, if it's the one you guessed you may add one attack die or add one defense die when attacking or defending against that ship this round.
That would also make the entire board range more usefyl so he doesn't have to be nearby, good idea.
I would also price in an interceptor at 24 pts. The ability is powerful but an opponent can easily be unpredictable or use any of several manuevers to get to the same gwnral place. Though even if the extra dice doesn't trigger your still forcing your opponent to take a suboptimal move.
