Are any of the known Bountyhunters part of ISB

By RodianClone, in Star Wars: Edge of the Empire RPG

Tried to google a little, but`m lazy today. And this forum is awesome and knows pretty much everything Star Wars so....

Btw. Are all ISB bountyhunters/agents human? All Inquisitors and Hands appearantly aren`t so what is it? Are all stormtroopers even human anymore, or are near-human ok now?

No known BHs that I know of are ISB members.
Humans like Alderaanians, Corellians, Mandalorian and Naboo-ians are OK.
Near-human (zabrak, mirialan) are mostly not OK, but subcontracted BHs could be. The inquisitors aren't exactly bountyhunters either.

Not sure about Miraluka and Morellians though.

I would think there are several bounty hunters that are on retainer (work for) ISB Agents even if they are not agents themselves.

An old campaign of mine involved 2 PCs that were bounty hunters working for an ISB agent. Well, after they worked for a Hutt and before they black mailed the agent into coming with them when they joined the Rebellion.

ISB agents would most definitely be Human - and only Human! Having said that, ISB's Enforcement Division does hire beings that are not members of COMPNOR (COMmision for the Preservation of the New Order). This makes COMPNOR's Internal Affairs folks a bit...twitchy since non-indoctrinated bounty hunting scum aren't drinking the New Order Kool-Aid.

Clearly from what we've seen in the "Rebels" TV series aliens are allowed to be Inquisitors (in fact we haven't seen a Human Inquisitor yet!), but they are not a part of the ISB or Imperial Starfleet as shown by Agent Kallus' and Admiral Konstantine's reactions to the Fifth Brother. I would say they are separate from Imperial Intelligence (the Ubiqtorate, not the ISB) as well, but that is just my opinion.

Hope this helps and Happy Gaming!

Bounty Hunters are basically a group of freelancers that do not fit into a imperial structure; it really isn't clear where exactly bounty hunters sit in terms of the legality structure. The general view portrayed by episode 2 and 5 is that these individuals generally either exist outside the law completely, but there is a big enough demand for it to exist within the underworld as a kind of system that if the individual has big enough balls they can be paid to deal with whoever they want within reason and that they can be called upon by any figure of power that is willing to trust these individuals with carrying out tasks that otherwise can't be handled lawfully. Basically, they are a loose afflication individuals that operate entirely outside the law using guilds to organise bounties and regulate a value to targets, and thus cannot belong to anyone, just merely rented though in practice bounty hunters generally "belong" to the Hutts and the broader underworld as they most frequently fill their banks and I imagine the underworld have a pretty huge say on whom can and can't be assigned bounties.

That being said I imagine the ISB might have bounty hunters listed under "expenses" somewhere. Temporary employed to provide a service where the sterile ISB intelligence isn't much use or to provide security or intelligence on a well named fugitive that they are tracking. In the best example cases, they actually might have leverage over the bounty hunter and might have a more or less stable contract established though even in those cases they would certainly not receive an imperial payroll or recongistion, the ISB agent in particular would receive all the credit for most part.

"it really isn't clear where exactly bounty hunters sit in terms of the legality structure".

Lordbiscuit, it may not be clear from the movies, but they do fit into the legal structure of the Empire (and the Republic before it) as dually ordained lawmen (err, lawbeings). They receive their bounty postings from the Imperial Office of Criminal Investigations (IOCI) and carry out legal capture and detain and "Wanted Dead or Alive" bounties on individuals for the Empire (and yes, some corporations, and underworld figures as well). Yes, they are paid for their services, but some of the legal hoops and permits bounty hunters in the GFFA have to jump through is staggering, whether they are guild affiliated or independent hunters.

There is a really great book out, titled "The Bounty Hunter Guidebook" that explains it all in-depth. It is basically an updated and condensed version of West End Games "Galaxy Guide 10: Bounty Hunters" with some Mando'a stuff thrown in at the back of the book. Check it out!

Except for the fact that:

1.) The ISB is public - in your face public! As part of COMPNOR, they control nearly every aspect of the average Imperial citizens lives; from what they view, listen to, and are allowed to believe, to the education of the younglings. This can also be evidenced in the "Rebels" show as Agent Kallus bullies citizens in the streets (leaving them with a , "Have a nice day citizen", as he leaves).

2.) COMPNOR pushes "High Human Culture", so the ISB could never have members directly within its membership, hence the conflict I mentioned earlier between IA and Enforcement when hiring bounty hunters.

Now, the Ubiqtorate, they are another story all together. They are less well known, with some of its departments and branches holding near mythological status. I could see them most definitely having aliens on their roster. Imperial Intelligence is less about the politics and indoctrination of citizens - public aspects of the Empire - and more about getting the job of spying on said citizens/crushing the Rebellion done right the first time.

Ahhh thats cool, I had assumed that there was an imperial version of this, but I hadn't read hugely into it. Sounds cool, I will have a look at it when I can. ^^
