You need TRC on a dueling neb.
How do you build duel ISD?
If it's a duel at ten paces take a Neb with slaved turrets, salvation, concentrate fire and Raymus for the reroll. Cheaper than an ISD2, plus double brace and built in pistol grip.
You could just do what I did and go with 6 Nebs with Intel Officers.
