Don't know if this has been asked, but S-Thread Tracers states:

"...each friendly ship at range 1-2 of you may acquire a target lock on the defender"

My question is, since the attacker is technically at range one of himself, does he get the target lock as well?

Yes. A ship is friendly and at Range 1 to itself.
