Can someone please point me to where the jet pack rules are? Is it a modification to armour?

A jet pack is a separate piece of gear that you 'equip' and has encumbrance 2. It doesn't take up a slot but use common sense where appropriate (wearing both a backpack and a jet pack might not really make sense). If a player wants to use the jet pack, treat it as if your player is (in) a vehicle:

JET PACK
Silhouette 1, Speed 2, Handling 0, System Strain Threshold 3
Can only operate in atmosphere, and requires Piloting (Planetary) to operate.
