(Not sarcasm) Does Motti grant hull points to them? They are small base, but will them being flotilla and not small ships effect that?

Yes. It says in the preview article under flotillas it states "they follow the same rules as other ships, with one exception" and go on to tell you about that one exception. Which is the overlap thing. So yes, they get one hull from motti for being a small base ship.
They're small ships. Motti gives 1hp to all small ships. The preview article called them a different type, not a different class. They're support ships instead of combat ships, but still small.
Makes sense.

The arcticle misread it might have been. 
Has anybody else noticed a decrease in painting quality? I haven't and this is the first I've read about it. Strangely I have read in a few places that XWing wave VIII has been very high quality.

I've not seen a decrease in quality. I simply found that there was something with the Assault Frigate in particular. Its surface paint is a lot rougher than every other ship out there - so when you try to apply a basic wash, it tends to discolour the surface a lot more rather than flowing off.
I found it was something to do with the original paint, as once I stripped it down to bare plastic and re-primer (rather than just priming over the top), I lost all artifact issues and the repaint was nicer.

Quality, not really. Consistency on the wash, yes.
