How does the timing of fcs and tlt work? Let's say I'm using the ghost with a docked phantom. I declare my target and say I'm using tlt. So I do the first half shot, do I now gain a tl that I can use on the second half? If not I'll have it for the end of combat turret shot which I can use on both attacks right?

You gain a Target Lock after every individual attack of TLT. You would therefore have a lock every time you rolled attacks after the first.

However, you should note that you only get a single shot at the end of the round if you're using a TLT, because the Phantom title specifically states you don't get to attack again in the round - which includes the second shot of TLT.

TLT is not the best turret for a Ghost for that reason, although it's still a very solid choice.

Even though tlt says perform this attack twice?

Yup. According to the FAQ, Twin laser turret is treated as two separate attacks, but you skip the "declare defender and weapon" step for the second one. In this case it shuts out the TLT from firing with both of its shots using that free turret attack.

The issue here is that "cannot" (Phantom title: "cannot attack again this round") trumps "can", "may", "must", "perform", etc.
