can the breath attack be used from a stairs to another area with stairs(in effect between the stairs)

an hero with the breath attack wanted to use it from the edge of a stair to the other area

No, that´s not allowed.

The breath template has to be placed against one side of the breathing creature, which is not possible if it's on the other side of stairs.
