Yeah. He'd be pretty OP if it were otherwise.

Still though Prockets aren't bad. They kind of shield his range 1 weakness a bit. Usually the opponent is going to want to get in close where they get an extra die. The Inquisitor is capped at 3 attack no matter where he shoots. The procket gives him more punch at range 1 and its not hard with PTL to get a TL + Focus for that attack.
