Is it an official X-Wing product that is commercially available? If yes, you can take it to a tournament.

Specifically:
In North America, products are legal upon their release date. Players outside North America should check with their organizer to determine which products are tournament legal.
However, technically the "Tournament Regulations" don't go into effect until April 2nd, until then the Tournament Rules v4.0.1 are still in effect, which say the same thing:

More specifically, under "Legal Products" on page 4:
All X-Wing components are legal for Standard Play tournaments unless they are marked with the epic icon.
If it's an X-wing component published by FFG, and you have it in your hands, it's legal for tournament play.
Remember that this is in North America only. Outside of North America, TO's have sole discression as to what products are legal for the tournament, so check with them.
Had to fly against several Jumpmasters and I used Guidance Chips on my list at a store championship this past weekend. A friend ran a Ghost build as well. They are definitely legal to use.

Again, in the US, legal on release. I also played in a store champs this past weekend. The champs was advertised as:
"Since most of the season has been before the release of Wave 8, and they are a new release that not everyone may have had the option to fly against or purchase, Wave 8 will NOT be legal for this event". That was fine as it was an AUS. event and outside North America.
If you want to get technical according to the rules, a TO outside the US could say "Wave 8 legal, Wave 3 is banned", and very effectively stop anyone running a Pope shuttle. Though I doubt any TO I know would do this.
Tractor beams still require about 5 more faqs, so prepare your legal brief for the TO before heading out.
