PTL and V1 title

If I have PTL and V1 title on my TAP.

Can I target lock with PTL and then get a free evade action? Or do I get the stress from PTL before I can perform my free evade action?

The way I understand it is that the stress and evade action happens at the same time. And I get to choose the order it triggers.

Not quite the way it works. You perform an action, in this case your target lock action, then you trigger PtL, which allows you to perform a free action (the evade action), then after performing that action, you assign the stress token.

It's not a matter of the two things happening at the same time and you choose the order. It's a very carefully defined sequence.

Action => Push the Limit => Free Action => Stress token.

If you had Experimental Interface as well, you could trigger that off the free action from PtL, so that would go like this:

Action => Push the Limit => Free Action => Experimental Interface => Free Action => Stress token from EI = Stress token from PtL.

This is what is known as "nested actions", where performing an action can trigger another effect or ability before you return to pick up the stress from PtL or EI.

Well, in this case I get a free evade action from the V1 title not from PTL.

So, say I use my action to boost in to range.

Then I use Push the Limit to perform a Target Lock action. And then the V1 title lets me perform a free evade action. And then I get stressed.

Or do I get stressed imediatly after using PTL, hence stopping me from taking the free evade action from the V1 title.

The TIE/v1 title would interrupt Push the Limit immediately upon you performing the second action. It would look something like this:

1 - Perform Boost action, triggering Push the Limit.

2 - Use Push the Limit to perform Target Lock action, triggering TIE/v1

2a - TIE/v1 allows you to perform a free Evade action.

3 - Receive stress from Push the Limit.
