Wasn't it that he was going to beat Han Solo, but then Solo cheated, causing Dengar to crash? The Imperials built him back up like the 6 Million Dollar man and made him better. So, why can't he be PS 9?

He's a mediocre bounty hunter at best, but he's definitely a better pilot than most. Boba is the best hunter. Dengar is the better pilot.

He's surprisingly much more durable and hard-hitting with Cloaking Device plus Stygium. Unless the CD got discarded in round one, He will rip TLTs to shreds. Once you get to Y-Wing's R1 cursed derierre you will only see those wings going Kaboom.

Why? If he's in range one, pumping out five red dice on your lame, slow Y-Wing, the TLT isn't going to be doing jack all to him.
Correct. If the rest your your list can down another Y-Wing in that time becomes a worthwhile trade. Basically a single shot at range 1 against another Y-Wing should make it a net gain for the squad points you paid for him. The suggested build is "just" 8 points more expansive than a gold squadron TLT.
Ignoring that he is unique you could basically bring 3 of those or 4 Y-Wings.
Cobra has the problem of Wedge, riding a metal cork instead of a ship.
And while BatWedge is possible via BB-8+PTL combo, cobra is even robbed of an astro slot.

Well, I wouldn't say "mediocre". I mean, he was on the A-list of Bounty Hunters that Vader called in to find the Rebels in Empire.
Even if we only take the movies as canon, it's not unreasonable that Dengar would be an equal pilot to Han Solo. Vader doesn't do anything half-assed: the bounty hunters that he summoned in Empire Strikes Back were unbelievable badasses of galaxy-wide notoriety. Han himself, who is constantly confident about out-flying imperial forces, is not so flippant on the topic of bounty hunters. The whole reason he's basically abandoning the rebellion at the beginning of the movie is that he's freaked out about the bounty hunters who are after him - so clearly Han considers them a credible threat.
And of course Poe should be PS9, but was knocked down to PS8 as a concession to game balance. But if Scum is going to get any PS9 pilots, then Dengar is the one deserving of it. Certainly moreso than some one-off quest villain from Star Wars Galaxies.

Sarcasm or not, that is an entirely accurate description of Mr Fel.
Vader should not have ps9! He has maybe 5minutes of fighter screentime and gets shot down in addition! And Wedge had to back after beeing shot from some random Academy Pilot!!!! Booo ps1 for both of them!!

Actually, the 2 TIE's in the trench with Vader are Backstabber and Mauler Mithel. So either PS6 or PS7.
True, except neither ever fired, as Vader took all the shots in the trench. So that "random Academy Pilot noob" was PS9 Vader.
Still, Luke did get shot by a TIE during the dogfight, though it was PS6 Dark Curse (who was than vaped by Wedge pulling a Corellian Slip maneuver).
The only complaint I have about scum PS is that they gave the PS9 to an ersatz x-wing and a 3-attack turret.

I've got no problem with it, since Scum lags behind in high-PS pilots.
Another way to solve this issue!, take it to the tables and don't fly casual.
