One thing to note, IF you're running Gunner the 'end of combat phase' attack from the Phantom would override Gunner AND the other way around since they both have 'cannot attack again this round'. which also has me under the impression that TLT will not get It's second attack.

And you are absolutely right with that. If you aren't going for ABT shenanigans Dorsal Turret is kind of the only real option the Ghost has.
