Is Legend of the Five Rings indicated to be a game for 3+ players? I cannot seem to find this info anywhere, if it is available.

Cool, I want to follow developments but only if it allows for more than 2 players. considering the rich history and style of the brand, I'm assuming it will.

It's getting a rules/design overhaul, so past experience with the product doesn't really have a bearing on whether the new product will be multiplayer compatible or not.

The previous design of L5R was not particularly conducive to playing with more than 2 players, however. The primary way of eliminating the player "in the lead" naturally put another player within striking distance of victory, creating a game of dominoes where the table would band together to eliminate one guy, accidentally pushing another to victory, forcing them to band together to take him out, accidentally pushing another to victory etc. It also involved a lot of cat's pawing, where a player can get a 'free' attack phase by allying with the player to his or her right to attack whoever that player wanted attacked, untapping their army before anyone has a chance to punish them for their full "ally" swing. AEG tried multiple different forms of boxed multiplayer product to try to hamfist the mechanics into something resembling a working multiplayer, since the unmodified base game took so poorly to the format.

In the case of multiplayer, the more rules they change in the reboot, the more likely you'll have an enjoyable product for a gaming group of 3+.

Yeah, I have complete confidence that FFG will make the game scalable enough for more than two players. I'm on the fence whether or not they will make you need to buy at least two core boxes though and that's mainly from a components/cards standpoint. Part of me thinks that they might go the GoT route and the other half thinks they might do LotR style.

LoTR is now the oldest multi player core set still in use. AGoT is the newest. I expect there to be 1 each of most cards in the core deck with enough resource and neutrals to build 4 demonstration decks out of a single core. You will need 2 cores to build a tournament deck and 3 to be comparative at higher levels (regionals)
