The two builds I have in mind are:

Vader+VI+EU+TIE X1+ATC(35)

Howlrunner + Swarm Tactics (20)

Black Sq. Pilot + Crack Shot (15)

Black Sq. Pilot + Crack Shot (15)

right so the difference is swapping Swarm Tac for Crack Shot.

This gives me a tradeoff in offense but also gives me a chance at initiative at 99 points.

What would you guys prefer?

IMO go all crack. The bid won't matter much but I think you'll see more mileage out of the crack on Howl than swarm tactics in this build.
