Yes and yes.

A ship cannot take the focus action (or any action) more than once per round, but there is no limit on the number of focus tokens it can have. Garven doesn't require the recipient to take an action, so you can give it to any friendly ship in range regardless of whether or how many focus tokens it already has.

Stress only affects actions and maneuver choices unless otherwise specified. That is, there are things you specifically can't do while stressed (activate Jan Ors' pilot ability, for instance), but unless it's an action or has a specific limitation, stress doesn't matter.

Awesome. Thank you!

All what VS said.

Generally there is no limit to how many Focus or Evade tokens a ship could have on it. There may be practical limits and then there is the issue that they are generally all discarded in the End phase but you could have a bunch on you during the round. You can also be target locked by any number of hostile ships with potentially one that could even have two locks on you; going the other way you are generally limited to having a single TL on another ship at any one time with a couple specific exceptions.

I can't remember for sure but I believe the most Focus tokens any ship could potentially gain during a single turn is six or seven.
