Can you decloak or boost if the template would overlap another ship's base? I've always been told that you can't, but it's only written in the errata of the corresponding reference cards that you can't if the template would overlap an obstacle token. Could you enlighten me please?

You can boost or decloak if the template overlaps a ship, but not if the template or ship overlap an obstacle, or the ship overlaps another ship.
