I think it just begs to be used by Xizor or Guri. I like that it wouldn't take up a major slot like the systems slot and still allows auto thrusters.

Due to a lack of dependability, and the fact that you won't be able to shoot while this baby is on, I think it will be most useful on N'Dru for getting out into flanking range quickly and cheaply. Also on Palob, who always feels the hate, and who can both cloak and then steal a focus.
N'dru or Talonbane seem pretty decent choices, as do Guri and Xizor. Too bad Serissu can't take it.
I plan on using it on every ship that can take it! Looks like so much fun, I'll try it on a bunch of different ships, hopefully find a spot for it that is really good
Guys I"m looking at are the two Khiraxz pilots, Talonbane Cobra and Graz the Hunter. Gives both of them some much needed survivability and repositioning ability for a pretty cheap price. Talonbane in particular can take Mindlinks, allowing him to get a cloak+focus to make him harder to take out. N'Dru also should be a choice to rock em', and then you've got HWKs who can take Moldy Crow to stash away tokens and then cloak/decloak at their leisure. Mux and Palob? Even cloaked they're having an effect on the battlefield.

Sure, he only gets the one shot, but with his ability he can make it a near guaranteed four hits with a CS back-up. Cloaking Device is just there to help him stay alive long enough to deliver and/or get into position where your opponent will struggle to avoid his arc.
So.... yeah. Most scum non-generic small ships can get some mileage out of it. StarVipers? Holy crap, five defense dice! Combined with FCS and Guri and autothrusters? Snazzy. Great action economy on a ship that should prove to be obnoxious to finish off. Mist Hunter? Well, okay, despite coming out with it I don't see too much use there. Maybe 4-LOM with a mindlink? Still, only getting you to three defense dice, and you'll have to jump through hoops to get a Focus to make em' worthwhile.
Been trying it a bunch on various ships and tbh I just haven't seen the benefit of it. I usually wound up using it all of once, then never using it again because it's much, much better to get a shot than cloak and not, especially when it's likely to be a third or half your ships not shooting as a result. I want it to be great but between the random failure and the lack of ACD, I'm just not feeling it. The best for me felt like using it on Talonbane, because he really wants to get high defence at range 3 and close immediately to range 1, and it nearly worked for him the one time I got it right, but people pegged my movement and he bumped and then died because lol he's in a crappy T65 without a mech slot.
I think it's made more difficult by Phantoms having been SUPER common locally until very recently, so everyone is really good at guessing decloaks and Phantom-style movement.

I was thinking about talonbane with push, cloak and stygium. Sort of gives him a ghetto bb8/ptl triple mechanic. I doubt it'll be competitive, but it'll catch a few off guard.
Maybe on a Binayre Pirate for a blocker. It's not an upgrade I'd put on a primary offense like Guri or Xizor since you can't decloak at will.
If I ever want to start acting and need to play the part of a character enraged at the unfairness of life, I will use Cloaking Device until it inevitably **** me just to know what that feels like
Could be on palob. Could be on VI zuckuss. Either way, it's a tiny capsule of rage waiting to explode
I'm thinking of putting it on Torkil Mux or Palob Godalhi, 4 agility and a denial skill makes for a pretty good blocker. I will just sit it in cloak mode and move around.
Stuck it on N'dru tonight. Worked pretty well. I got cloaked 3 times before it finally crapped out on me. Generally it was very good. Got shot at while cloaked with Lone Wolf and survived.

Palob will be flanking and trying to get behind any enemy formation, stealing/suppressing their focus, while Dengar goes up the middle. Palob is also partly responsible for handing Dengar a focus token to start his Overclocked R4 focus chain reaction every turn after the first engagement.

I'll be trying to make Cobra+Manaroo build and utilize it to 146%
but alas, something tells me it's not even remotely close to POWERR LEVELZ
Going to try it this weekend on Palob with PTL. Pretty raw build but what an annoying blocker
Looking forward to giving it a try on N'dru, Guri, TBC... I consider it to be a one-off hypermobility upgrade to some pilots which could benefit from movement shenanigans. If I get to use it more than once, even better.

The hwk is a nice craft to have it on though, super fast support turret can use it to get out/stomach really dangerous arcs, especially since palob has less to gain from glitter then most.
Both z-95elite get a bit of speed on them. I doubt I will use it on a staviper though, guri I don't usually take v and xizor is better with the glitterstim for hyper durability

It's also two points invested in something that might break the first time you use it. *sadtrombone*
