I'd have said it's an "Or" because there is already one set of weapon proficiencies listed prior to it:

"...Weapon Training (Las, Primary, Shock), Weapon Training (Bolt, Plasma, Melta, or Power)."

As a result I would interpret that the player has a choice of any one proficiency out of the four (Bolt, Plasma, Melta or Power) and then gain Las, Primary and Shock.

I seem to be saying this a lot.
