At End of Round and Removing Tokens

Hey did a quick search of the rules/forum and couldn't find the answer to this question:

My opponent has a Cloaking Device Equipped to a Khiraxz and it has Stygium Particle Accelerator.

My opponent Cloaks as an action, gets an Evade token and does NOT fail the Clocking Device Roll at the end of the round. Normal game stuff.

Next turn, he opts to stay cloaked. At the end of the round, he fails the roll for Cloaking Device and Immediately decloaks (he does not simply discard the token). He gains the Evade token from Stygium because he decloaked.

The question is: because the roll of Cloaking Device happens "At the End of the Round" does he now lose the Evade token? Or does he keep it, since we are past the End Phase where you are forced to discard the token?

TLDR: Is "At the end of the round" inside the End Phase where tokens are discarded? or Is it after that Phase is over?

My gut says he loses the token, but I couldn't find any concrete evidence. Thanks for the help!

you keep the Evade token. End of round comes after 'during the end phase'

I disagree with StephenEsven. The End phase is the last thing that happens in a game round, and logically includes the end of the round.

As for the actual question, the Rules Reference says to remove focus and evade tokens "during" the End phase, while the Cloaking Device says "at the end of each round." I think there's a legitimate timing issue here: when "during" the End phase do tokens go away?

I doubt the intent of the interaction was to leave ships with an evade token to use during the following round, but I also don't think Cloaking Device + Stygium Particle Accelerator is going to be a common or particularly effective combo even if it was ruled in the most advantageous way.

Consider this, a ship with SPA + cloaking device + PTL could effectively perform an action 'at the end' and pick up a focus token or something. Would they be allowed to keep it too? Granted it's still not an effective combo, my gut says "no, it's not supposed to work that way"

Each phase logically has a start, a during, and an end. Things that happen at the start of a phase comes before things that happen during a phase. And Things that happen during a phase comes before the end of the phase.

A turn has several sequential phases. It also has a start, and an end. The phases make up the during part of a turn. At the start of the turn is synonymous with the start of the first phase, and the end of the turn is synonymous with the end of the last phase.

So At the end of the turn must come after, during the end phase. Thus any effect happening here comes after removing tokens. If those effects grant you new tokens they carry over to the next turn. Lots of tokens carry over to the next turn, even evade tokens and focus tokens if you have the right upgrades. So why would it be a problem that this particular combo grants you a token that carries over?

I could argue the end of the round happens right after the end phase is complete.

"End of the round" does not mean " during the end phase"

It is basically "end of the end phase"

As StephenEsven said. You remove tokens during the end phase, then gain one at the end. I do not believe it means "if at any point during the end phase you have a token, it must be removed" but I can see why people read it that way

Not clear by RAW, needs dev ruling or FAQ, ideally both.

I think it's pretty clear and should not require further explanation. A round consists of four phases: planning, activation, combat and end. So logically, the end of the round can only occur if the end phase has been concluded. Then you roll for cloaking device. If the device fails, you decloak and get a free evade action from SPA. The game doesn't revert back to the end phase after that, unless the FAQ state an exception in this particular case.
