The new Tournament Regulations Document no longer restricts the number of tools that may be used at a time. Is this intentional or an oversight? Are there any further restrictions on tool usage outside of the maneuver tool restriction to the movement phase of a ship's activation?

No idea.

In Summary:

You may still premeasure with the Range Ruler at any time.

The FAQ still restricts the Maneuver tool to the Movement Phase Only.

There is no current restriction on a Token in place.

There is no current restriction on Using the Maneuver Tool and Range Ruler at the same time.

This may be because it was partially (at least) copy-pasted from the X-Wing Document where there is no need for such a rule.

This is a wait-and-see for total confirmation.

If it doesn't update before the Start Date in April (remember, this does not take place until then) - then it is as above.
