By explicit ruling, correct (though that ruling doesn't match the FAQ's own examples of how to read the new wording of the Autothrusters card).

Yes and maybe (it's the closest point in-arc that matters for Tactician, not just any part).

If your weapon is restricted to an arc, the attack range is the shortest distance within that arc between your base and the defender's base.

If your weapon ignores arcs, the attack range is the shortest distance, period, between your base and the target's.

Tactician triggers if the shortest in-arc distance to your target's base is 2, regardless of the attack's range and regardless of whether you shot with a turret.

It's either the shortest possible line (turret) or it's the shortest line entirely within a legal firing arc (non-turret). You never get to choose which -- it's totally dependent on your weapon. You also can't choose to shoot at a farther corner of the target.
