Youngster only works with Elite upgrades that have the Action: header. So, not Crack Shot.

Youngster can't assist others if you give him Crack Shot. It must be an EPT that grants an action.

You don't.

As noted previously your first sentence is incomplete. You should say "...get to use the ACTION effect of Youngerter's EPT." If the EPT doesn't require a action to use then those near by can not use its effect.
