If you don't have the evade icon on you're action bar, can you turn a focus action into an evade?

Only with Jan Ors crew nearby.

Or to put it another way, no.

You can only take the actions which are on your action bar and upgrade cards, they're not interchangeable.

There are a couple of ways of picking up evade tokens without having the action on your bar, one of which is noted above, but there's no general way for anyone to do it.

A focus action gives you a single focus token, which can be spent to turn all dice eye results to evades, but you can not exchange a focus token for an evade token.

There are of course ways to change those rules with various card effects, including Jan Orson crew.

Slight modification:

Some things, like the Millennium Falcon title, CAN add an action to a ship's action bar allowing it to be selected like any other. This is important because there are other cards in the game which only allow actions from certain locations. For example the Push the Limit upgrade will allow a ship to perform a free action FROM ITS ACTION BAR when another action is taken while the Experimental Interface modification will allow a ship to perform a free action from any of its upgrade cards that has a ACTION ability. With PtL the Falcon could perform a Focus Action and then perform a free Evade Action but if it was only equipped with EI it could NOT perform a free Evade Action because the title is not an upgrade with an Action effect.
