however, Bind need 50 xp (and FR 2+) to do the same thing you can do with 20 xp Move.

Ofc Bind can do much more Move can't do, but still, why that overlapping?

in this way you can use Move to move people or objects; you can move carefully move a friend up a wall, or a grenade around a corner; you can also "suspend an object in the thin air" (pag 299 of FaD). So far, i see you maybe can't block an enemy in middle of the air, nor freeze a blaster out of thin air (1). But you can do many thing that could be really different in narration, but pretty similar by mechanics. And with much less xp and a lower FR

As to "why the overlap," there are tons of different means that achieve similar ends. One could ask any of the following questions...

You can use Discipline or Cool to recover strain at the end of combat. Why the overlap?

Most Ranged (Light), Ranged (Heavy), and Gunnery weapons can fire at medium range, while long range is out of reach for most Ranged (Light) weapons and Gunnery weapons can't fire at engaged targets. Why the overlap?

You can use the Scathing Tirade talent to cause people to suffer strain, or you can use weapons set to stun. Why the overlap?

You can use the Reflect talent to mitigate incoming energy damage, or you can use the Protect power. But the Protect power is way harder to get than Reflect. Why the overlap?

...and so on. Move and Bind have different applications, even though both are telekinetic. Move is mostly "functional" with a bit of combat-control and damage capabilities. Bind is pretty much all combat-control, with a small side of damage. The "moving" effect of one of the Bind upgrades is simply along that same theme of combat control, and is different from the way that Move works. So that's why the overlap. They can both accomplish similar things, yes, but that's not all they can do. Each has much broader capabilities that the other cannot duplicate.

The Move power can hold people in the air...but it can't really keep them from performing actions. Bind can keep them from performing actions. The Bind power isn't designed do propel an object out to long range...but the Move power can! So they're similar in concept, but radically different in the approach they take to telekinesis.
