Yes and yes. Keep in mind you can only drop one per round, though.
The one exception is the Proton Bomb. That deals a faceup damage card and shields won't stop that.

Redline is definitely worth playing if you can keep the heat off him long enough to keep him alive to deliver his payload. But he will relatively rarely want bombs; he typically wants Fire Control Systems, Extra Munitions, Guidance Chips and Cluster Missiles plus a range 2-3 torpedo or missile of your choice. Maybe an 'on-manoeuvre' bomb to guard his back, but he'll almost always want to be focusing or target locking with his action, so no mines.

If you're looking at bombs it certainly is Deathrain and pushing bombs out in front of you while you roll away that you want to use.
Although it makes him too pricy I'd consider him with the long range sensor and some long range ordnance. The LRS and ordnance lets you get some powerful shots at long range but if someone gets close then you just drop a bomb on their face and move on.

Yeah, Deathrain definitely wants a torpedo or missile along with his bombs. Otherwise all the bombs in the world are grand but you're wasting your attacks and that's painful.
Deathrain is a beast if played properly. One of my opponents took out three of my four ships in one match just with Deathrain by shoving bombs/mines right in my face the whole match.
My favourite trick with Deathrain is Advanced Sensors. Fly towards someone, use your action to drop a Conner Net in their face. Next turn, Sensors, drop a Proximity Mine, barrel roll away, laugh maniacally. (K-turn, shoot them in the back with Cluster Missiles, ideally)
