Yes you certainly can. You don't need the action in your action bar to do that. Keep that in mind for similar upgrades!

Such as Colonel Jendon in the Lambda Shuttle handing out Target Locks to TIE Fighters and Interceptors.

As rag1n said, you don't need to have the icon on your action bar if you have an upgrade or ability that grants you that action. Take Jake Farrell for example. An A-wing can't normally perform a barrel roll, but Jake's ability grants that as a free action. The exact same thing applies to any ship equipped with an Fire Control System.
