So, if i have Airen Cracken, after shooting he allows free action for other ship. So let's assume, my ship A, did a Focus action and then cracken shots and ship A is in r1 of cracken. Can my ship A do a Focus action? As it's free, but i already did a focus action in activation phase?

And if Cracken shot's twice, like cluster missiles, can i perform focus on other ship 2 times extra, for a total of 3?

You can't do the same action twice, free or not.

I believe Cracken will work twice on the Cluster Missile attacks but again you can't do the same action more than once.

Check the Action section of the RRG page 3.

Cracken + cluster missiles does indeed work. The free actions gained don't necessarily have to be both on the same ship either.

And because it's halfway related, for munitions failsafe to activate on CM's, both attacks must miss.

Cracken grants an action each time he attacks. This allows him to grant two actions when he fires Cluster Missiles.
