Can you equip 2 expended hanger bays on an ISD 1? It isn't a modification or limited so I can't see why not but I couldn't remember if there was something in the rules about using the same upgrade twice.
There are so few ships that have redundant slots it really hasn't come up before in my group.
Sadly that does not work, you cannot carry more than one copy of any upgrade card
Correct, you cannot take duplicate upgrades.
If you want to outfit an ISD-I as a super-carrier, however, I'd recommend Expanded Hangar Bays + Boosted Comms and you get the best of both worlds.

If you add Wulff as an officer and bank a squadron token turn one then on turn 2 you squadron command for 5 activations and get a sixth for spending the token and Wulff immediately gives you the token back, repeat until the end of the game.
Veteran captain can be a cheaper alternative to get one more on the crucial turns. Lets face it TIEs are a bit fragile so a few will die freeing up squadron commands later in the game.
