What does it mean "This enemy can only exhaust after it activates"?

Hi, it means that you cannot exhaust this enemy with actions such as the Way Watchers rest action, which let's you exhaust an eneny engaged with you before rolling. It only exhausts once it's activated and engaged a player during the enemy phase.
