Who runs them? FFG? Or ???

Your local TO should be doing it. FFG does not send employees to events, barring nationals and other hyper prestigious events.

The store runs regionals after being selected to host by FFG. Nationals in US is run by FFG I believe, but outside of US, I'm not sure if they are. Worlds is obviously run by FFG.
