Does a raider with ordnance expert have the ability to reroll it's black AS dice for each squadron it is attacking?

No Reason Why Not...

Ordinance Experts trigger is "While Attacking"....

... No Ship to Ship Restriction there.

... No Once Per Turn Restriction there.

And every Secondary Attack during an Anti-Squadron Barrage is considered a Separate Attack for Card Purposes...

In general I much prefer the Ordnance Experts on Raider-Is and if you want to up the flak ability specifically, Ruthless Strategists on Raider-IIs.

Yes, take the Ordinance Experts and Virtually Guarantee a lot of Damage... Or take Ruthless Strategists and Definately Guarantee a little bit of Damage, with the Potential for a lot of Damage...
