So does that mean that TLT on ghost shoots 3 times per round (2 normal and 1 special) or whole TLT sequence is considered a single attack for ghost purposes and that line is more for gunner-like effects?

The ghost can equip Fire Control System too.

Which would mean that you can make 3 attacks per round with TLT. TLT would work normally for the attack that comes at your PS, but would only get a single attack for the end of combat attack.
