For me, Whisper goes ACD first.

The main reason I think this is that once you've rolled your attack dice you've attacked (and thus can ACD). The defender hasn't defended until they've rolled their dice.

This is just my immediate opinion without looking up any specific rulings/precedent, so I'm happy to be corrected.

Whisper is all "after you perform an attack" which means you'll need to finish all of the steps in the attack before either of those triggers.

Dengar is just "after defending" but do the rules specify what that means exactly at this time? My take is that "defending" happens DURING the attack which is going to happen before the "after you perform an attack" can kick in. Consider that "when attacking" is a very different trigger than an "after you perform an attack" and the exact timing of Dengar becomes harder to evaluate.

An attack is well defined by 7 steps. After attacking and after defending both happen after step 7, so initiative is the TIE breaker (pun intended)

When attacking is only used to narrow down other triggers so hey they only happen during the 7 steps of an attack.

As others have said, it comes down to initiative. Better bid low phantom players. Scum has payback!

No, it's an initiative based order. An attack isn't considered over until you've finished the Deal Damage step (#7). Now you're into the "After an attack..." trigger and both ACD and Dengar trigger now, so initiative decides who goes first.

Simple resolution...Tactician and VI on Dengar. You shoot 1st, R2, and stress him. He shoots and cant cloak. You counter fire.
