why three unique duplicate plot card?

I don't understand this, three duplicate of the same faction plot card when only one can be used in a deck for that faction, it seems to me just a waste of cards....or am I missing something?

I could claim many other reasons (e.g. what if you want to build two GJ decks! What if we get a card that allows us to ignore plot deck building limits), but really, those are contrived. As far as we can tell, it's the design, development and printing process. I'm certain it's easier to print 3 copies of 20 cards than it is to print 3 copies of 18, 1 copy of 2, then fill in the pack with another 4 cards. It's cheaper to design and develop 120 cards (a cycle) and assign limits based on balancing reasons than to test more than that.

People would complain that they didn't get a playset of whatever the 2-of was that filled in.

When we're in the third cycle we'll probably have enough cards to build two decks for each house, so it'll all even out then ;)
