just looking at this card and I have a question for those who know the steps better then me. If I K turn then burn this card when I get the stress take a focus can I still preform an action?

You can't perform actions while you are stressed, and Cool Hand says nothing about removing the stress, just adding a focus or evade token at the cost of discarding the card.

So, no, you can't perform an action.
