In a recent 3 player game a buddy played both of these action cards in the same strategy phase (or rather he tried to) we ruled that he could not per the language of the cards. Can't find an official ruling from FFG. Anyone else had this come up? Thoughts? FFG?
Strategic shift used with strategic flexibility

There are a lot of ACs in this game, you can't expect us to have them all memorized by title. Please share the exact wording of the cards in question.
At least tell us which expansion each card came from from, before I spend 10 minutes sifting through my AC deck for cards I might not even own.
Did some google searching and came up with a reddit thread about the same topic. Don't know if I have the exact wording, but the cards apparently do this
Strategic Shift: Choose one Strategy Card. No player may choose that Strategy Card this round.
Strategic Flexibility: Play this card to return the Strategy Card you have chosen and replace it with one of the remaining Strategy Cards.
The idea being to prevent the card you want from being taken, then swapping your card out for the forbidden one at the end.
My gut instinct would be that the two can be used together like that, but I can see the counter argument.
Yeah, I can see that going both ways as well. Worthy of an email to FFG if the OP wants a really definitive answer.

Which can be done by clicking the "more..." Link at the very top center of the page, then clicking the "customer service" button on that page. That will provide a link for asking rules questions.
I would make sure you include the full text of both cards and an explanation of how they were being used.
If the text of Shift is "No player may choose" and the text of Flexibility is "return the Strategy Card you have chosen and replace it", then you are not choosing, you are replacing, thus both cards can be played at the same time.
In any case I think the Shift regards to the usual procedure of choosing cards in the strategy phase.
I'd allow it, and applaud the audacity.
Something I found in the Shards of the throne rule book pg22
"The action cards "strategic Flexibilit" and "Strategic shift" should be removed before starting a 4-player game."
My take on this is yes these two cards can be used together, that being the reason the the rules say to game take them out in the 4-player games due to the doubling up on the strategy cards
