Probably palp shuttle.

However, when Wave 8 arrives, 31 points gets you this little wiz:

inquisitor w/ PTL, title & autothrusters

Night Beast and Dark Curse.

2 black crack squads fits.

but i'd either Palpshuttle + Ion Projector for 31, then drop SJ to FCS ( i personally need FCS on phantoms plus you have palp plus evade tokens for support)

I ran that list at the local SC with the Palp Shuttle with Tactical Jammer. made a mistake with Whisper which knocked me out of top four(DOUBLE CHECK YOUR DIAL AND DO NOT LAND HER ON AN ASTEROID) but it is a solid list. Main weakness is VI Vader and swarms.

I've been running it with Wampa and Epsilon with weapons guidance. But those PS10 ships are hard on whisper

Commander Alozen in the TIE/x1 with Juke, Stealth Device, and the Advanced Targeting Computer = 31 points

Just Evade every turn. Tough nut to crack and can do some damage.

or

Delta Squadron Pilot in the TIE/x7 with a Stealth Device (or Hull Upgrade).

Something similar (Whisper + OL) with added Palpi won one of stores near me last saturday. So any more questions?
