but its not an arc, its a special arc. an arc that as per the phantom title (attack shuttle) cannot be used for primary weapon fire. at minimum its an 18 point rear arc.

judging by the wording on the phantom title (above) taken from not another squad builder verbatim, it would appear it can alwasy be used as a torp arc, but only as a primary weapon arc while docked.

Were the rules for the Special Arc spoiled?

You can fire torpedoes out the special arc without having a docked phantom.

Did it mention whether it still counts as an arc for other purposes if there are no Torpedos or docked Phantom?

If a card simply says "in arc" or "out of arc" and doesn't specify 'primary" (so things like Tactician, etc), I would assume the special arc would still count same as an auxilliary arc does.

I was just curious if anything in the Special Arc rules kept it from being an arc at all if you didn't have the appropriate upgrades.

I would say it's still an arc, even if you don't have (or are out of) torpedoes.
