It's more that you can't commit multiple Force dice to multiple effects in the same action.
For instance, you can't commit a Force die to both the defense Control upgrade and offense Control upgrade for the Sense power in the same action, as they're two separate and distinct effects.
Now you could commit a Force die to Sense's offense Control upgrade and a Force die to the Intuitive Evasion talent (provided you've got Force Rating of 2 or higher) because they're an action and a maneuver respectively (the talent calls out it's a maneuver to commit the Force die, while the Force chapter notes that unless a power or upgrade says otherwise, committing a Force die is the same as activating the power and thus constitutes an action).
Also worth noting that for the most part, you can't commit a Force die to the same effect to increase what it does; for instance you can't commit 2 Force dice to Sense's defense Control upgrade and have the effects stack. Generally if an upgrade that permits committing a Force die has the line "may not activate this multiple times" at the end of the full description, then you only get to commit however Force dice are listed at the start of the upgrade's description. Enhance is notable for not having that text, so you could commit 3 Force dice (with FR 3) to increase your Brawn by 3, but it'd have to be committing all three dice at once in the same action, not 1 die each separate round.
