My friend called me with this question. My friend was using a BTL-A4 Y wing with ICT. He asked me, after you make your primary attack, can you choose a different target in your firing arc?

Yes. You can select a different target with your secondary weapon.
I told him he could I just wanted to make sure I was right in telling him
the second (secondary, lol) attack is completely separate from the first one, may choose separate target and can trigger anything an attack can, like Razzi's ability, or R3A2 droid

Lots of people have already covered the fact that the answer is "yes", but here's how you get there:
The important distinction here is between cards that tell you to perform an attack after performing an attack (BTL-A4, IG-88B, Gunner, Luke crew...) and cards that tell you to perform a particular attack twice (Twin Laser Turret, Cluster Missiles...). A new attack can be against any valid target. A given attack performed twice must be against the same target. This is also why Tactician (which triggers after you perform an attack) can trigger on both shots from a Twin Laser Turret but R3-A2 (which triggers when you declare the target of your attack) can only trigger once from TLT. The TLT's target only gets declared once, even though it gets attacked twice.
