So Tycho's ability says that you may perform actions while stressed. Does that include free actions given by other friendly ships or PTL because of his ability, and just receive another stress token?

Tycho and PtL are made for each other and it's not unheard of for Tycho to be lugging around a suitcase full of stress tokens. Some players will happily brag about how many they've managed to stack up during a game. They only restriction that the stress tokens do to Tycho is stop him from performing red maneuvers.

The difference between an action and free action is a free action is one that does not count as the one standard action that a ship performs during the “Perform Action” step. It doesn't even matter what the source of the free action is, because Tycho can still perform actions while stressed. Something you'll see often here is: "no ship can perform any actions while they are stressed (except for Tycho)". Tycho is the only exception to the "no actions while stressed" rule.

At the moment. Chopper crew will be out in two weeks or so and does the same only it costs a damage per action.

In all fairness there are a few things which Tycho's mountain of stress DOES shut down. This isn't because taking an action is illegal it is just that a few upgrades specifically say they can NOT be used if a ship has some level of Stress on it. Opportunist could be an amazing upgrade on Tycho if it were not for that little clause that says it can't be used if the ship has any Stress tokens on it.

Here I thought it was just so that a ship couldn't keep using it turn after turn.
